Paul Smith joins NHMF Frameworx as Head of Frameworx, bringing extensive public sector procurement expertise and a passion for delivering exceptional value.
Paul introduces himself:

“I’m absolutely thrilled to have joined NHMF Frameworx as Head of Frameworx during such an exciting time for the organisation. Building on the fantastic foundations laid over the past three years, we’re perfectly positioned as a market leader respected for our integrity and commitment to delivering genuine value.
“I’ve spent over a decade in public sector procurement, starting at Newark and Sherwood Homes in 2010 and progressing through roles at Consortium Procurement and LHC PG as Regional Procurement Manager. I’m particularly proud of being part of the project team that delivered the award-winning Architecture Design Services framework, which won both the National Go Awards and Social Value Portal award for Social Value. I hold CIPS Level 5 Advanced Diploma in Procurement and Supply and thrive on finding innovative ways to deliver exceptional work while ensuring value for money and social value.
“What drew me to NHMF Frameworx was its clear passion for doing things differently. The organisation’s commitment to keeping framework fees to a maximum of just 1.5% ensures exceptional value without compromising on quality. This focus on fairness, transparency, and value aligns strongly with my own view that frameworks should offer high-quality routes to market without burdening already-stretched public sector budgets.
“As Head of Frameworx, I’m responsible for leading strategic direction and day-to-day operations, driving growth, and ensuring our frameworks deliver best-in-class services. My aspiration is to lead NHMF Frameworx into its next phase of growth, delivering the best procurement support, the most effective supply chains, and greatest social value to help our members create thriving communities for their residents. Working in close collaboration with our members, suppliers and the NHMF, we aim to be a leader in the market—bringing people together from across the country to share knowledge, strengthen partnerships, and collectively respond to the evolving challenges of the sector.
“This is one of the most exciting opportunities of my career, and I’m genuinely thrilled to be working alongside David Miller, Michael Hough and the brilliant team at NHMF Frameworx as we move into our next chapter of growth and innovation.”
