Paul is the Head of Frameworx at NHMF Frameworx, bringing over 15 years of experience in the public sector and more than a decade leading procurement innovation across national frameworks. With a strong background in CIPS-led strategic procurement, Paul is committed to delivering solutions that balance compliance with real-world outcomes.

David Miller | Director
Consultant at Rand Associates, Director of M3 Housing,
David is a quantity surveyor by profession, being a Member of the Royal Institution of Chartered Surveyors, and a Fellow of the Chartered Institute of Building, he joined Rand Associates in 1975 and has been involved in the maintenance of social housing for the last 25 years.

Michael Hough | Procurement Manager

Michael is the Procurement Manager at NHMF Frameworx, bringing seven years of procurement experience alongside a broader career background in sales, customer service, and contract delivery. A Chartered Member of the Chartered Institute of Procurement and Supply (MCIPS), Michael plays a key role in supporting clients and contractors throughout the procurement process—providing expert guidance on everything from tendering to contract call-offs

Andrew Kenny | Director
Board Member, Cannock Chase Council, Company Director of ABK Consultant Ltd
Andrew brings over 35 years of experience in the construction industry, including 15 years in general contracting and more than 20 years in the social housing sector. The majority of his career in social housing has been at Director level, with the past three years at Executive level.

Ben Virgo | Secretary
Strategic Partnerships & Operations Director, M3 Housing
Ben leads the Strategic Partnerships & Operations team at M3. Ben joined the company in 2011 and then in December 2018 he became a Director on the M3 Board.

Mark Coogan | Director
Head of Repairs & Maintenance, St Leger Homes
Mark Coogan is a senior strategic and social housing specialist, currently the Head of Repairs and Maintenance at St Leger Homes and a NED Board member on the Direct Works, who aims to improve people’s lives through collaboration and effective communication while leveraging his extensive experience in the housing sector, both as Client and Contactor in the procurement arena.

Board Member, Abbeyfield Living Society and Orbit Housing Association, Executive Director of Cardo Group
Mike is a Chartered Engineer and Executive Director with over 25 years’ experience within the property maintenance sector. He has created strategic plans that have delivered significant organisational change resulting in service improvement, growth and profitability.

Neil Watts | Director
Group Director Repairs & Maintenace, Property Services
From contractor to client, Neil is an operationally driven and commercially aware Director with a demonstrable level of success within the social housing and construction industry.
He is highly focused on delivering excellent end-to-end customer experience, implementing lean processes maintaining high standards of health & safety, and people management.
